The Vouchers provided through the FSS program seek to promote the development of local strategies to coordinate the use of rental assistance under the HCV program with public and private resources to enable HCV program participants who also enroll in the FSS program to achieve economic self-sufficiency. As a result of their participation in the program, many families have achieved stable, well-paid employment, enabling them to become homeowners. HCV FSS program coordinators assure that program participants are linked to the supportive services they need to achieve self-sufficiency.
