Appropriations & Congressionally Directed Spending (CDS) Requests
As the Vice Chair of the Senate Appropriations Committee, Senator Collins champions investments in Maine that promote job creation and economic development, improve infrastructure, enhance the wellbeing of Mainers, and protect our environment.
Individuals and organizations wishing to request federal funding through the congressional appropriations process may submit either programmatic funding or Congressionally Directed Spending (CDS) requests by completing the corresponding form, which can be found below. Additional information may be required to help justify your request. Please ensure all contact information is accurate.
Programmatic Funding Requests
Individuals and organizations seeking fiscal year (FY) 2025 federal programmatic funding through the annual appropriations process may submit an application here. Entities are encouraged to complete their applications as soon as possible.
Only fully completed applications will be considered. If you have multiple requests, please submit a new form for each request. Applicants may be asked to submit additional information. Please ensure all information on the form is accurate.

The Submission Deadline for FY25 Programmatic Requests is April 15, 2024.
Congressionally Directed Spending Requests – FY 2025
The fiscal year (FY) 2025 federal appropriations process will include opportunities to fund local projects through Congressionally Directed Spending (CDS). This opportunity is available to nonprofit entities and state and local governments. For-profit entities are not eligible for CDS funding.
CDS Request Form. Please submit your request for CDS by completing the form linked below. You may save and return to your application at any time before it is completed.

Deadline. Please complete each section of this application and submit your completed application no later than 6:00 PM on Wednesday, April 24, 2024.
Eligibility. You are encouraged to review the FY25 CDS Guidance Index for information about eligible accounts and their requirements prior to submitting a request for CDS.
When submitting a request, please keep the following in mind:
- For-profit entities are not eligible to receive CDS.
- Submission of a request does not guarantee that your request will receive funding.
- The information you provide may be subject to public disclosure requirements.
- Each project request must be accompanied by at least three letters of support. You may submit additional letters.
- You are welcome to submit additional materials to support your request.
Proposal Information. Please make every effort to fully complete each application question. Please identify to the best of your ability the account under which the CDS request would be funded.
Multiple Proposals. If your organization intends to submit multiple proposals, please complete and submit a separate application for each project request. Please rank the priority order of each proposal on behalf of your organization at the appropriate section in the application.
