Appropriations Requests

As the Chair of the Senate Appropriations Committee, Senator Collins champions investments in Maine communities that promote job creation and economic development, improve infrastructure, protect our environment, and enhance the wellbeing of Mainers.

Congressionally Directed Spending (CDS) Requests – FY 2027

The Congressionally Directed Spending (CDS) process is an opportunity for Senator Collins to advocate for federal funding for specific projects in Maine that would benefit from a one-time allocation of funds. Eligibility requirements can change from one appropriations cycle to another. This opportunity is available to nonprofit entities and state and local governments. For-profit entities are not eligible for CDS funding.

CDS Request Form. Please submit your request for CDS by completing the application form linked below. You may save and return to your application at any time before it is completed.

Deadline. Please submit your completed application no later than 11:59PM on Wednesday, March 18, 2026. 

Application Requirements. You are encouraged to review the funding for projects that Senator Collins has secured for Maine in prior fiscal years as a guide when completing your application (available here), as well as last year’s guidance for reference. Please note that eligibility requirements can change from one appropriations cycle to another. Additional information about FY27 eligibility will be available soon.  Please check this website for updates.

When submitting a request, please keep the following in mind:

  • For-profit entities are not eligible to receive CDS.
  • The information you provide may be subject to public disclosure requirements.
  • Submission of an application does not guarantee that your request will receive funding.
  • This is a highly competitive process, which could take more than a year to complete. Submission of an application serves as the applicant’s commitment that the entity is able to receive and process funding for the stated purposes and in accordance with all applicable laws, rules, and regulations. 
  • Each project request must be accompanied by at least three letters of support. You may submit additional letters. You are welcome to submit additional materials to support your request.

Multiple Applications. If your organization intends to request funding for more than one project, please complete and submit a separate application for each request. Please rank the priority order of each proposal on behalf of your organization at the appropriate section in the application. 

Programmatic Funding Requests – FY 2027

Individuals and organizations seeking fiscal year (FY) 2027 federal programmatic funding through the annual appropriations process may submit an application here. Entities are encouraged to complete their applications as soon as possible.  

Only fully completed applications will be considered. If you have multiple requests, please submit a new form for each request. Applicants may be asked to submit additional information. Please ensure all information on the form is accurate.   

This is not an application for Congressionally Directed Spending. 

The Submission Deadline for FY2027 Programmatic Requests is 11:59PM on Wednesday, March 18, 2026.
