"America's threats have changed substantially over the past few decades, but the manner in which we position our troops has not. Technology, which enables military forces to move rapidly to conflict areas, has alleviated the necessity for so many American troops to be stationed in Europe and AsiaThe current positioning reflects a cold war adversary that no longer exists.
"In addition, by shifting troops back to the US, we are allowing the Department of Defense to save money.
"The war on terrorism is very different from any war America has been forced to fight in the past. Therefore, we must ensure that our resources are positioned to better reflect our current needs and challenges. I look forward to reviewing the President's plan more closely in the Senate Armed Services Committee."
